The new measures are being put on the agenda after Prime Minister Malcolm Turnbull assured government MPs that he was looking “favourably” on formal options to use new laws or regulations to drive down prices.

The new rules are being considered alongside the National Energy Guarantee and a federal bill to reduce carbon emissions by 26 per cent by 2030 in the electricity sector, adding to the government’s pitch to voters at the next election.
