Following a balmy start to 2019, Melbourne is forecast to see the mercury rise on Thursday to 28 degrees before climbing to an expected 42 degrees on Friday.
Senior forecaster Rod Dickson said north-westerly winds were dragging heat from inland, causing a day of extreme heat.
"The maximum temperature depends on the time of the cool southerly change," Mr Dickson said.
