Bill Shorten is making sure he does not repeat the pain of the last Labor government if he is fortunate enough to lead the next one.
Julia Gillard negotiated with the Greens to put a price on carbon emissions with what became known as a carbon tax. She broke an election promise and never recovered.
Kevin Rudd tried to negotiate with the Coalition to put a price on carbon with an emissions trading scheme. The Coalition split, the Greens voted against the plan and Rudd was forced to retreat.
